Proposed Shadowkeep Corpora of By-Laws

What follows is a proposed provincial Corpora for the Duchy of Shadowkeep. Suggestions to modify this document should be addressed to the Shadowkeep BoD and/or the current Shadowkeep Park Officers. This document is being presented for discussion and will be voted on in the future. Again, if you find fault with any portion of this document, please address your concerns to the current governing bodies at the Duchy of Shadowkeep.

If any part of this document conflicts with the Kingdom of the Wetlands Corpora of By Laws, the Kingdom Corpora shall supersede the Shadowkeep Corpora.

A date has not yet been set for the populace to vote on this document. When a date has been determined, it will be posted along with this document.


Section 1     Shadowkeep Membership

1.1       Shadowkeep Populace  The populace of The Province of Shadowkeep includes all people who attend Shadowkeep regularly and report on sign-in sheets that their home park is Shadowkeep.  The Province of Shadowkeep is a province belonging to The Kingdom of the Wetlands. The populace of Shadowkeep shall abide by the guidelines and rules set forth by the Kingdom of the Wetlands. All players at Shadowkeep must meet the following requirements to play Amtgard at the Province of Shadowkeep:

1.1.1    A waiver, release form must be signed.

1.1.2    If under the age of 18, the waiver must also be signed by a parent or guardian.  

1.1.3    Must abide by all the Amtgard and Shadowkeep rules of safety as defined in the most current edition of the Amtgard: Handbook on the Rules of Play.

1.1.4    Must abide by the decisions and rules enforced by the current Provincial Monarch.

1.1.5    Must abide by the rules as set forth by the City of Lufkin and The Grace Dunn Richardson Park.

1.1.6    Minors under the age of 14 must seek approval from the Monarch before participating in combat.

1.2       Contributing Membership     Members of the Shadowkeep populace who pay dues and meet certain attendance requirements are entitled to certain rights and privileges as contributing members of the Province of Shadowkeep. Non-contributing members of Shadowkeep may still attend activities such as weekly games, fighter practices, feasts, tournaments and camping events, but do not have voting rights, and may not run for an elected position or office within the Province of Shadowkeep or the Kingdom of the Wetlands.

1.2.1    Requirements   An individual must do the following to be a contributing member of the Province of Shadowkeep:

1.2.1.1 Must have paid their dues for the current reign.

1.2.1.2 Must have a total of twelve credits in the last six months.           

1.2.1.3 Must not claim another province as their home park.

1.2.1.4 Must not be an active member of another Kingdom, other than the Kingdom of the Wetlands.

1.2.1.5 Must not be an active member of another Province, other than the Province of Shadowkeep.

1.2.1.6 Must have been a member of Shadowkeep for at least six months.

1.2.2    Rights Contributing Members have the following rights and privileges:

1.2.2.1 Entitled to one copy of Amtgard: Handbook on the Rules of Play,  The Wetlands Corpora, and The Shadowkeep Corpora at the beginning of their membership; however, Shadowkeep is not obligated to provide materials to a member if the cost to reproduce those materials exceeds half the sum of the dues that a person has paid, which currently stands at $3.00.

1.2.2.2 If the cost of the above mentioned documents exceeds $3.00, then members shall be entitled to a copy of all new official Kingdom and Shadowkeep publications for the cost of reproduction.

1.2.2.3 Have the right to vote in all Shadowkeep government, including Allthings and elections.

1.2.2.4 Have the right to run for an office of Shadowkeep.

1.3       Attendance Credits    Attendance credits are given for attending Amtgard functions and determines the level at which a player can play a class in Amtgard battlegames.

1.3.1    No more than one credit may be earned in a single week for normal Amtgard weekly meetings such as provincial battlegames, fighter practices, arts, and science nights, etc.

1.3.2    Provincial Monarchs may grant additional credits for exceptional attendance.

1.3.3    No more than six credits may be earned in any one month except under the following conditions.

1.3.3.1 One credit may be earned for each day one attends a Kingdom level event.

1.3.3.2 One additional credit may be earned by traveling more than 200 miles one way to a Kingdom level event.

Section 2     Dues and Policies of the Treasury

2.1              Dues   To be classified as a contributing member of the Province of Shadowkeep, a person must pay dues.

2.1.1    Membership dues of the Province of Shadowkeep are six dollars per six months. These dues are optional and are not mandatory. A member must be dues paid in order to participate in Althing votes, and officer elections.

2.1.2    Dues shall be paid to the Prime Minister of Shadowkeep or the Kingdom Prime Minister.

2.1.3    Dues expire six months from the date they are paid.

2.1.4    Membership dues are split between the Kingdom and the provinces at a rate of three dollars for the Kingdom and three dollars for the Province of Shadowkeep.

2.1.5    The Prime Minister of Shadowkeep shall be responsible for passing along the split dues to the Kingdom Prime Minister at Crown Qualifications.

2.2       Donations       Donations may be directly made to the Kingdom through the Kingdom Prime Minister or the Shadowkeep Prime Minister.

2.2.1    Donations made to the Kingdom Prime Minister shall go to the Kingdom treasury.

2.2.2    Donations made to the Shadowkeep Prime Minister shall go to the Shadowkeep treasury.

2.3       Expenditures  Shadowkeep expenses shall be handled in the following manner:           

2.3.1    All expenditures spent by non-park officers must be requested in writing and approved by the Monarch and the Prime Minister of Shadowkeep in advance.

2.3.2    The Prime Minister must be made aware of any reimbursement plans before the money can be guaranteed to be reimbursed.  Example: A member of the populace may not show up with receipts and be provided reimbursement without first clearing the transactions with the Prime Minister. If a person wishes to make any purchase and expects to be reimbursed, he/she must first speak with the Prime Minister to clear the transaction, before the purchases are made. The Provincial Prime Minister may approve or disapprove the transactions for reimbursement. If a disagreement arises, the Provincial Monarch may have the final say on the decision to reimburse or not.

2.3.3    All records and moneys pertaining to the credits and debits of the Shadowkeep Treasury will be overseen by the Prime Minister.

2.3.4    All funds removed from the treasury must accompany a receipt for the purchases made with the removed funds. If a receipt is unavailable, a written explanation for the use of the funds will be acceptable if approved by the Shadowkeep Prime Minister and the Shadowkeep Monarch.

2.3.5    Shadowkeep Funds used for travel to Kingdom events may be used to furnish gas for one vehicle per Kingdom event.  This vehicle must contain the highest ranking Provincial officer who is attending the event, and who will be acting in an official capacity, representing the Province of Shadowkeep. Funds from the Shadowkeep treasury may not be used for Inter-Kingdom events.

Section 3     Althings

3.1            Althing Scheduling

3.1.1    Only the Monarch, Regent or Prime Minister of Shadowkeep may call an Althing.

3.1.2    At least one week notice must be given in court prior to an Althing being held at the Province of Shadowkeep.  Court itself may not be used to serve as an impromptu Althing.

3.2       Althing Policies

3.2.1    Anyone may attend; however, only contributing members of Shadowkeep may vote on Shadowkeep policies and issues.

3.2.2    The Monarch, Regent or Prime Ministers of Shadowkeep shall set down the rules of order for conduct and behavior to be abided by during the Althing proceedings.

3.2.3    The Prime Minister and the Monarch shall preside over the Althing at the Province of Shadowkeep.

3.2.4    The Shadowkeep Champion is responsible for enforcing order at the Althing.

3.2.5    Rulings will be announced to the populace at the next court held after the Althing has taken place.

3.3       Althing Responsibilities         An Althing may be called for a specific purpose including, but not limited to the following:

3.3.1    Discuss and enact rules clarifications.

3.3.2    Revise and update the Shadowkeep Corpora.

3.3.3    Discuss and vote on major expenditures that will affect the Shadowkeep Treasury.

3.3.4    Discuss the future of the Province of Shadowkeep and its priorities.

3.3.5    Deliberate on and ratify or reject proposals presented by the Shadowkeep Board of Directors.

3.3.6    Hear and vote on appeals presented by populace members who have been subjected to punishments, bans and other restrictions at the Province of Shadowkeep.

3.3.7    Discuss future events to be held at the Province of Shadowkeep.

3.3.8    Discuss the proposal of Prime Minister and Monarch candidates.

3.3.9    Discuss the proposal of removing an officer from his/her position.

3.3.10  Discuss the proposal of officers to be appointed to the Shadowkeep Board of Directors or Officer positions in the event that an Officer is removed.

Section 4     Officers

4.1       Monarch (Duke or Duchess)

4.1.1    Monarch elections will be held once every six months. The winner of the election shall be the reigning Ducal Monarch of Shadowkeep for the next six months.

4.1.2    The current reigning Ducal Monarch shall have an automatic seat on the Shadowkeep Board of Directors for the duration of his/her reign, and the reign/s following his/her last reign/s as monarch.

4.1.3    The current reigning Ducal Monarch shall preside over park Althings along with the Prime Minister.

4.1.4    The current reigning Ducal Monarch shall have the power to break ties during an Althings vote, Officer Elections in which he/she is not affected, or during a BoD vote.

4.1.5    The current reigning Ducal Monarch shall preside over and conduct all ceremonies and functions.

4.1.6    The current reigning Ducal Monarch is not required to pay dues during his/her reign.

4.1.7    The current reigning Ducal Monarch may create and appoint special park positions as deemed necessary and appropriate. (Examples of such positions include Scribe, Herald, etc.)

4.1.8    The current reigning Ducal Monarch may issue forth awards as detailed within the Kingdom of the Wetlands Corpora, along with Provincial titles and park level awards and honors at his/her discretion, such as Ducal Master Chef, Ducal Defender, etc.

4.1.9    The reigning monarch shall descend from the throne if he/she misses more than four consecutive weeks of Sunday park attendance, or if he/she misses twelve or more Sunday games within his/her reign.

4.1.10 A monarch may not serve more than two consecutive terms in office.

4.1.11  Qualifications for Serving as Provincial Monarch of Shadowkeep

4.1.11.1   A candidate for Ducal Monarch must qualify for the position of Monarch before his/her intent becomes official. His/her name may not be admitted onto the ballot if he/she does not qualify.

4.1.11.2   A candidate for Ducal Monarch must have at least twelve credits during the last six months to qualify.

4.1.11.3   A candidate for Ducal Monarch must be an active member of Shadowkeep for a period of no less than six months to qualify.

4.1.11.4   A candidate for Ducal Monarch must be at least 18 years of age to qualify; however special permission from the Shadowkeep Board of Directors may be obtained if the candidate for monarch is under-age.

4.1.11.5   A candidate for Ducal Monarch must be a dues paid contributing member of the Duchy of Shadowkeep

4.1.11.6   A candidate for Ducal Monarch must present his/her platform to the populace along with his/her intent to run for the position of monarch during the allotted time period as designated by the Prime Minister.

4.1.11.7   During the Quals event for the Shadowkeep elections, the candidate for Ducal Monarch is required to enter at least two items in the Arts and Sciences tournament. These entries must be in different categories.

4.1.11.8   During the Quals event for the Shadowkeep election, the candidate for Ducal Monarch is required to participate in the coronet fighting tournament by fighting in at least 1 of the Warskills categories.

4.1.11.9    Scores given during the Quals Arts and Sciences tournaments may not be used to disqualify a candidate for the position. Scoring will only be used to asses individual entries and will not be used to disqualify a candidate for the position. The scores may be posted in order to inform the populace about a candidate’s ability and to further aid the populace with their election decisions.

4.1.11.10  Testing for the position of Ducal Monarch may be administered by the autocrat; however, the scores will not result in disqualification for the position. The testing may only serve to allow the populace to asses the candidates abilities for the position.

4.2       Regent

4.2.1    Elections for Regent shall be held every six months, simultaneously with the election for the Monarch. The winner of the election shall be the Regent of Shadowkeep for the next six months.

4.2.2    The current reigning Regent shall have an automatic seat on park Allthings.

4.2.3    In the event that the monarch is not present at park events, the current reigning Regent shall assume the Ducal responsibilities during the durations of the monarch’s absence.

4.2.4    In the event that the monarch steps down from the his/her position, the regent shall assume the Ducal responsibilities until a pro-tem Ducal replacement has been established.

4.2.5    The current reigning Regent may create and appoint special park positions as deemed necessary and appropriate, and in keeping with his/her duties as Regent.

4.2.6    The current reigning Regent may issue forth the followings awards up to the 7th: Dragon, Lion, Mask, Owl, Rose, Smith, and Garber.

4.2.7    The current reigning Regent shall be responsible for provincial feasts.

4.2.8    The current reigning Regent shall be responsible for organizing and running provincial Arts and Sciences tournaments.

4.2.9    The current reigning Regent shall be required to hold no less than three Arts and Sciences tournaments during his/her reign.

4.2.10 The current reigning Regent shall descend from the throne is she/she misses more than six consecutive weeks of Sunday park attendance, or if she/she misses twelve or more Sunday games within his/her reign.

4.2.11  A Regent may not serve more than two consecutive terms in office.

4.2.12  Qualifications for Serving as Provincial Regent of Shadowkeep

4.2.12.1   A candidate for Regent must qualify for the position before his/her intent becomes official. His/her name shall not be admitted onto the ballot if he/she does not qualify.

4.2.12.2   A candidate for Regent must have at least twelve credits during the last six months to qualify.

4.2.12.3   A candidate for Regent must be an active member of Shadowkeep for a period of no less than six months to qualify.

4.2.12.4   A candidate for Regent must be at least 18 years of age to qualify; however, special permission from the Shadowkeep Board of Directors may be obtained if the candidate is under-age.

4.2.12.5   A candidate for Regent must be a dues paid, contributing member of the Duchy of Shadowkeep.

4.2.12.6   A candidate for Regent must present his/her platform to the populace along with his/her intent to run for the position of monarch during the allotted time period as designated by the Prime Minister.

4.1.11.7   During the Quals event for the Shadowkeep elections, the candidate for Regent is required to enter at least four items in the Arts and Sciences tournament. Entries must not be in the same category.

4.1.11.8    Scores given during the Quals Arts and Sciences tournaments may not be used to disqualify a candidate for the position. Scoring will only be used to asses individual entries and will not be used to disqualify a candidate for the position. The scores may be posted in order to inform the populace about a candidate’s ability and to further aid the populace with their election decisions.

4.1.11.9  Testing for the position of Regent may be administered by the autocrat; however, the scores will not result in disqualification for the position. The testing may only serve to allow the populace to asses the candidates abilities for the position.

4.3       Prime Minister

4.3.1    Prime Minister elections will be held once every six months.  The winner of the election shall be the reigning Prime Minister of Shadowkeep for the next six months.

4.3.2    The elections for Prime Minister shall take place during the approximate middle of the monarch’s reign at MidReign.

4.3.3    The Prime Minister shall have an automatic seat on the Shadowkeep Board of Directors for the duration of his/her reign.

4.3.4    The Prime Minister shall have an automatic seat on park Allthings.

4.3.5    The Prime Minister shall descend from the throne if she/she misses more than four consecutive weeks of Sunday park attendance, or if he/she misses ten or more Sunday games within his/her reign.

4.3.6    The Prime Minister may not serve more than two consecutive terms in office.

4.3.7    The Prime Minister shall assume the Ducal responsibilities in the event that the monarch and the Regent are absent from Sunday activities.

4.3.8    The Prime Minister shall assume the following responsibilities during his/her term:

4.3.8.1   Collect dues from the populace of Shadowkeep.

4.3.8.2   Maintain accurate records regarding the dues paid, active, and contributing status of members at the Duchy of Shadowkeep.

4.3.8.3   Collect attendance credits via a Sign-In Sheet, and record these credits within the Kingdom of the Wetlands Attendance Tracker system.

4.3.8.4   Must maintain an accurate list of active members of Shadowkeep.

4.3.8.5   Must provide populace members with the latest version of the Rule Book if the member desires it. The populace member is required to pay for the cost of the materials, unless this is the very first copy they have received, in which case the copy is to be provided free of cost, unless the cost of the materials is more than half the cost of dues.

4.3.8.6   Must keep records and receipts of all credits and expenditures made within the Shadowkeep treasury, and will act as the Ducal Treasurer.

4.3.8.7   Will oversee the qualifications and running of the quals tournaments for the monarch, Regency, and Champion positions.

4.3.9    Qualifications for Serving as provincial Prime Minister of Shadowkeep:

4.3.9.1 A candidate for Prime Minister must be pre-approved by either an Althing, or by a majority vote from the Shadowkeep Board of Directors to qualify for candidacy.

4.3.9.2 A candidate for Prime Minister must qualify for the position before his/her intent becomes official. His/her name shall not be admitted onto the ballot if he/she does not qualify.

4.3.9.3 A candidate for Prime Minister must have at least twelve credits during the last six months to qualify for the position.

4.3.9.4 A candidate for Prime Minister must be an active member of Shadowkeep for a period of no less than six months to qualify for the position.

4.3.9.5 A candidate for Prime Minister must be at least 18 years of age to qualify.

4.3.9.6 A candidate for Prime Minister must be a dues paid, contributing member of the Duchy of Shadowkeep

4.3.9.7 A candidate for Prime Minister must present his/her platform to the populace along with his/her intent to run for the position of Prime Minister during the allotted time period as designated by the reigning monarch, or designated autocrat.

4.3.9.8   During the Mid Reign Quals event for the Shadowkeep elections of Prime Minister, the Prime Minister candidate is encouraged, but not required to enter the Quals Arts and Sciences tournament for his/her work to be judged by the populace as work worthy of a person running for the position. The official judges for the tournament will give scores in the traditional manner; however, these scores will not determine a candidate’s qualification or disqualification of the position.

4.3.9.9 A candidate for Prime Minister must have easy access to a computer with intent access in order to access the online attendance tracker.

4.4       Champion

4.4.1    The Champion tournament will be held once every six months simultaneously with the Ducal and Regency elections.  The winner of the tournament shall be the reigning Champion of Shadowkeep for the next six months. The candidate that scores the highest in the tournament shall be declared the winner of the position.

4.4.2    The Champion shall have an automatic seat on park Allthings.

4.4.3    The Champion shall descend from the throne if she/she misses more than six consecutive weeks of Sunday park attendance, or if he/she misses twelve or more Sunday games within his/her reign.

4.4.4    A person may not serve more than two consecutive terms in office as Champion.

4.4.5    The Champion shall assume the Ducal responsibilities in the event that the Monarch, the Regent, and the Prime Minister are absent from Sunday activities.

4.4.6    The Champion shall maintain the title and position of “Defender of the Monarch” and “Ducal Champion” during the course of his/her term in office.

4.4.7    The Champion shall assume the following responsibilities during his/her term:

4.4.7.1   The Champion shall maintain an official “lost and found” depository for items left behind at the park.

4.4.7.2   The Champion shall oversee the weapon and armor inspections before games to ensure that all weapons and armor are safe and legal.

4.4.7.3   The Champion shall oversee the running of provincial battlegames and scenarios on the days that no predetermined events are scheduled.

4.4.7.4   The Champion shall reeve, or oversee and assign reeves to monitor battlegames and scenarios.

4.4.7.5   The Champion shall make recommendations to the monarch and/or Regent for individuals who exhibit exceptional behavior as seen on the battlefield to receive awards for their behavior.   

4.4.8    Qualifications for Serving as provincial Champion of Shadowkeep:

4.4.8.1   A candidate for Champion must qualify for the position before his/her intent becomes official. His/her name shall not be admitted into the coronet tournament if he/she does not qualify.

4.4.8.2   A candidate for Champion must present his/her intent to run for the position of Champion during the allotted time period as designated by the reigning Prime Minister.

4.4.8.3   A candidate for Champion must have at least twelve credits during the last reign to qualify for the position.

4.4.8.4   A candidate for Champion must be an active member of Shadowkeep for a period of no less than six months to qualify for the position.

4.4.8.5   A candidate for Champion must be a dues paid, contributing member of the Duchy of Shadowkeep

4.4.8.6   A candidate for Champion must be at least 18 years of age to qualify; however, special permission from the Shadowkeep Board of Directors, or the current Ducal Monarch may be obtained if the Champion candidate is under the age of 18.

4.4.8.7   During the Quals event for the Shadowkeep elections, the candidate for Champion is required to enter at least two Amtgard legal owl entries within the Arts and Sciences Tournament.

4.4.8.8    Scores given during the Quals Arts and Sciences tournaments may not be used to disqualify a candidate for the position. Scoring will only be used to asses individual entries and will not be used to disqualify a candidate for the position. The scores may be posted in order to inform the populace about a candidate’s ability and to further aid the populace with their election decisions.

4.4.8.9  Testing for the position of Champion may be administered by the autocrat; however, the scores will not result in disqualification for the position. The testing may only serve to allow the populace to asses the candidates abilities for the position.

 

Section 5     Government

5.1       Removal of Officers

5.1.1    The removal of a Shadowkeep officer may be initiated by a petition signed by at least 20% of the active, dues paid, and contributing members of the Duchy of Shadowkeep.  Once the petition has been established, a vote may then be held during an Allthings.

5.1.2    A passing vote to remove an officer from his/her position requires a 2/3 vote in favor of the removal by active, dues paid, contributing members of the Duchy of Shadowkeep.

5.1.3    The removal of an officer may be vetoed by a joint agreement of the monarch, Regent, and/or Prime Minister (with the exception of the person being proposed for removal). For example, if the monarch is the individual being proposed for removal, and the vote passes in favor of the removal, the Regent and Prime Minister may veto the removal if they are in 100% agreement that the veto should take place. Furthermore, if the Champion is being proposed for removal, the removal may be vetoed if the monarch, Prime Minister, and Regent are in agreement that the veto should take place.

5.2       Elections

5.2.1    Elections for the positions of Monarch, Prime Minister, and Regent shall be overseen by the Prime Minister.

5.2.2         Elections for the positions of Prime Minister shall be overseen by the monarch.

5.2.3    The outcome of an officer election shall be determined by a majority vote.

5.2.4    Individuals eligible to vote in officer elections must be dues paid, active, contributing members of Shadowkeep. Individuals must have at least 12 credits within the last reign in order to be eligible to vote in officer elections.

5.2.5         Individuals must be a member of the Duchy of Shadowkeep for at least six months in order to be eligible to vote in officer elections.

5.2.6    Intents to run for an office must be placed during the time specified by the autocrat, or the person overseeing the election; however intents must be placed at least six weeks before the election.

5.2.7    A person may only hold one office at a time. The only exception to this rule is in the event that an officer assumes temporary responsibility for a position that is empty. For example, the Regent may temporarily assume Ducal responsibilities until a pro-tem monarch may be established.

5.2.8    An election overseer or autocrat may not disqualify an officer candidate based on testing or Arts and Sciences judgments if a majority vote has been placed in favor of that individual for the position.

5.2.9    An elected official serving as an election autocrat may not vote in an election that he/she is overseeing unless that election results in a tie.

5.2.10  If the Prime Minister or Monarch is unable to perform as Autocrat during the quals and election process, the duties shall fall to the next unaffected park officer. Should an officer be unable to perform the autocrat duties, the Monarch and Prime Minister, under joint agreement, may designate a member of the populace to perform the autocrat duties. This designated individual must be a dues paid, active, contributing member of Shadowkeep.

Section 6     Shadowkeep Board of Directors

6.1       The Shadowkeep Board of Directors

6.1.1    The Shadowkeep Board of Directors will consist of five individuals: The previous Monarch, the current Monarch, the current Prime Minister, and two individuals elected by the populace. 

6.1.2    Election of the BoD members shall be decided by a majority vote between all members of Shadowkeep. Voters need not be contributing members or dues paid, but must have been Shadowkeep members for a period of no less than 6 months.

6.1.3    Elections for the elected individuals serving on the BoD shall be held once a year during Winter Quals. If an elected individual steps down from the BoD, an election may be held to fill the seat.

6.1.4    The elected members of the BoD shall serve on the BoD for a period of one year per term. There is no limit on the quantity of consecutive terms that a person may serve on the BoD.

6.1.5    The Prime Minister shall serve on the BoD during the duration of his/her reign. Upon the end of his/her reign, the position shall be passed onto the next reigning Prime Minister.

6.1.6    The monarch shall serve on the BoD during the duration of his/her reign. Upon the end of his/her reign, he/she may maintain a seat on the BoD as long as he/she maintains the title of preceding monarch.

6.1.7    In the event that the previous monarch does not wish to maintain a seat on the BoD, that position shall be filled with another elected individual.

6.1.8    The BoD shall meet no less than once a month; however, more frequent meetings may be held to discuss matters as they arise.

6.2       Purposes of the BoD

6.2.1    The prime purpose of the BoD is to aid the Duchy of Shadowkeep with the smooth functioning and fair governing of the populace.

6.2.2    Any member of the BoD may call a meeting together in order to discuss issues concerning the park.

6.2.3    The BoD is to maintain the Shadowkeep Corpora.

6.2.4    The Monarch may request a BoD meeting to seek assistance and suggestions in order to make decisions concerning funds from the park treasury, banning people for illegal behavior, the distribution of awards, and any other matter relating to the functioning of Shadowkeep. The BoD guidance is not mandatory and may be sought at the discretion or need of the monarch.

6.3       Restrictions on the BoD

6.3.1    After the creation and implementation of the first version of the official Shadowkeep Corpora, The BoD may not alter the Shadowkeep Corpora without the notice and approval of the populace.

6.3.2   The BoD may not over-ride any Kingdom rule or regulation as set forth by the Wetland Corpora or the Amtgard Rules of Play.

6.3.3    Any decision made by the BoD that is in conflict with a Kingdom rule or regulation shall be considered null and void.

6.3.4    The BoD may not veto decisions made by the monarch, and will act only in an advisory capacity unless requested to act further by the Ducal Monarch.
